Preliminary Proposal Assessment

Each item is scored on a scale of 1 to 9. These scores are combined to derive an average score for each topic. In this way an overall score (on a scale of 0 to 100) is produced for each proposal and these provide a means of ranking all proposals into the Current Referral List.

KEY CONCERNSSCORES
Agriculture and Markets

  • Are the readily identifiable climatic, soil, agronomic or physio-graphic factors well suited to the implementation of the proposed enterprise?
  • Are there adequate quantifiable returns to smallholders and will these be maximised?
  • Are there adequate marketing systems and opportunities for the commodities produced under the proposed enterprise?
  • Will there opportunities for marketing the commodities under the proposed enterprise?
  • Where processing is required are existing facilities adequate or if they need to be expanded will this have minimaleffect on the viability of the proposed enterprise?

 
Environment Concerns
  • Will there be limited effects of the proposed enterprise on critical environmental areas or negative environmental impacts that would need major mitigation measures?
  • Are there few specific sites which can be identified from the proposal, both within the proposed area and in adjacent areas, where special environmental measures may need to be taken during implementation and operation?
  • Will processing activities under the proposed enterprise create little additional need for environmental protection ?
 
Social, Cultural and Gender Issues
  • Are there social benefits in terms of improved employment and opportunities for smallholder or out-grower involvement and shareholding, enhanced access to social services and skill enhancement?
  • Does the proposed  enterprise provide adequate financial returns to landowners who contribute land to the proposed enterprise?
  • Does the proposal adequately respond to identifiable social impacts including the negative effects on indigenous groups, gender, land, resettlement or equity issues which could jeopardise the feasibility of the enterprise or would need major mitigation measures?
 
Land Ownership
  • Are there few identifiable land issues which might give rise to future problems with landowners?
  • Are the enterprise proponents also the landowners and have there been few land disputes in the past?
  • Do the proponents or the smallholders/out growers have clear and agreed guidelines on the utilisation of clan land?
  • Have there been local discussions on the land issues and have these incorporated a land group?
 
Infrastructure Needs
  • Are there few infrastructure needs for the proposed enterprise and are roads and other infrastructure required for expansion of NE/plantations and/or access to smallholder plots?
  • Will the estimated cost of the infrastructure needs be likely to have a minimal impact on the viability of the proposed enterprise?
  • What are the infrastructure needs for processing of the commodity and are they an expansion of existing capacity or new installations and will the cost of these make minimal impact on the viability of the proposed enterprise?
 
Institutional Capacity
  • Are institutional arrangements which are described in the proposal satisfactory?
  • Does the proposal indicate that the institutional strengthening needs are minimal in order to ensure successful implementation of the proposed enterprise?
  • Are the institutional and structural arrangements being proposed including the mechanisms for linkages with smallholders adequately explained?
  • Are the institutional arrangements for the operation and maintenance of infrastructure sustainable
 
Effects on Rural Poverty
  • Will the proposed enterprise have a significant impact on rural poverty and is this adequately described in the enterprise proposal?
  • Does the proposed enterprise bring benefits to areas that are remote or is it located in provinces and/or involve commodities that have received less government support in the past?
 
Risk factors
  • Have the most significant risk factors for the proposed enterprise been identified and have these been adequately addressed in the proposal?
  • Are the identified risks unlikely to render the proposed enterprise of doubtful viability?
